Advancing Law for Animals proudly joins a large coalition of organizations supporting the California Pet Blood Bank Modernization Act (California Assembly Bill 366), sponsored by Rescue + Freedom Project. Have you ever wondered how our companion dogs and cats receive blood in medical emergencies? While every other state uses a donor model to collect blood, California holds dogs and cats captive, sometimes for years, in facilities where they are bled. These closed-colony blood banks are archaic and cruel. Authored by Assembly Member Richard Bloom, the California Pet Blood Bank Modernization Act will ensure a phase out of the current closed-colony model and mandate a volunteer-based blood donor program.
